Russia mulls building Siberian fuel corridor to Pacific.

Moscow (Platts)-22Mar2002/848 am EST/1348 GMT Shareholders in Russia Petroleum which is planning to develop the huge natural gas reserves in the Irkutsk region of East Siberia will meet soon to discuss the possible construction of a pipeline to liquefaction plants at the Pacific port of Nakhodka, a spokesman for Russia's Tyumen Oil Co said Friday. Tyumen Oil is one of the major shareholders alongside BP in Russia Petroleum, which is appraising the Kovykta gas and condensates field in the Irkutsk region. Until recently Russia was focused on plans to tap Kovykta's estimated 1.4-trillion cu m for export via pipeline to China. But an alternative export route via Nakhodka is now being considered. Moscow (Platts)-22Mar2002/849 am EST/1349 GMT The transport of Kovykta gas to Nakhodka would provide Russia with access to a wider range of buyers in the Asia Pacific than the pipeline to China which would serve a single end market, supporters of the scheme say. Economics of the Nakhodka gas export project would be improved if oil pipeline operator Transneft also decided to drop plans to build crude pipeline from Siberia to China in favour of a system running to the Pacific, the Tyumen Oil Co spokesman said. The oil and gas lines could then be built in parallel from Angarsk near Irkutsk, which, for the time being, is the most eastern point of the Transneft network. Transneft has been studying the Chinese oil pipeline in partnership with Yukos. The project would involve construction of a 28-mil mt line from Tomsk in West Siberia to China.
