Golden Telecom Announces Appointment of Corporate Communications Director

MOSCOW, Russia (September 19, 2007). Golden Telecom, Inc. (“Golden Telecom” or the “Company”) (NASDAQ: “GLDN”), the leading provider of integrated telecommunications and Internet services in the largest population areas throughout Russia and other countries of the Commonwealth of Independent States (“CIS”), today announced that Kira Kiryukhina has been appointed as Corporate Communications Director of Golden Telecom.

Ms. Kiryukhina will be responsible for integrated corporate communications supervising both public relations and marketing communication. Her area of responsibility includes participation in the development of the Golden Telecom’s marketing strategy and brand-management as well as promotion of new products and services.
