Representatives of the Khanty-Mansiysk Autonomous District (KhMAO) and OAO TNK-BP Management signed a social and economic partnership agreement setting forth key benchmarks for social and economic cooperation

On December 10, representatives of the Khanty-Mansiysk Autonomous District (KhMAO) and OAO TNK-BP Management signed a social and economic partnership agreement setting forth key benchmarks for social and economic cooperation.

The agreement is designed to promote further stable economic development, improve the investment climate and create favorable conditions for resolving the district's major social problems. It envisages the parties' joint efforts with regard to environmental activities, as well as development of the region's resources, industry and scientific potential.

In addition, the TNK-BP subsidiaries operating in the district are to allocate at least RUR 7.1 billion to the regional budget judging by the 2005 results.

According to district governor Alexander Phillipenko, the agreement will facilitate the resolution of a number of issues related to the social development of KhMAO's cities and regions in which TNK-BP operates.

"It is not a question of developing a totally new relationship between the KhMAD authorities and TNK-BP," said Phillipenko. "Our positive partnership has a long history now, and the agreement just provides for its development and systematization."

In turn, TNK-BP Executive Director German Khan said that he hopes the 2005 fiscal policy established for the district will allow the Company to deliver on the commitments it has made.

TNK-BP

TNK-BP is a major, vertically integrated Russian oil and gas company. In 2007, average daily oil production totaled 1.6 million barrels per day (excluding a 50% interest of Slavneft). TNK-BP operates five refineries (four in Russia and one in Ukraine) and nearly 1,600 branded retail outlets across both countries.
