Sobianin and Dudley to Discuss the Uvat Project Directly on a Plane to London
11 Feb 2004

The announcement of the participation of the Tyumen Region Governor Sergey Sobianin in the World Oil Week in London on February 16-19 and of his meeting with Robert Dudley, TNK-BP President and CEO. According to Senior Deputy Governor Pavel Mitrofanov, it is planned to discuss the fate of the Uvat''s project the investor in which is TNK-Uvat LLC, a subsidiary of TNK-BP, during the meeting. The principal objective of the Governor''s trip is, in the opinion of Mitrofanov, meeting with TNK-BP''s co-founders, management and members of BP''s Board of Directors. The constructive dialogue is to begin as early as during the flight to London, onboard TNK-BP''s corporate plane. Tyumen Governor with TNK-BP''s Executive Director German Khan, on the one hand, and BP''s management, on the other, will negotiate the investment project for the Uvat group of fields, which was signed between the Regional Administration and TNK-BP. The author of the article notes that the Governor promised last spring that the project would be implemented even without PSA, and now that the project of the region''s enlargement has commenced, the timing for fulfilling the Tyumen Governor''s promises can be regarded as very favorable. The author also points out that managers of former TNK and of today''s TNK-BP acknowledge that business depends on the state power, and there is a need to learn to correctly interact with local, regional and federal authorities to achieve success in business. By implementing this policy, Victor Vekselberg, Head of TNK International and owner of Renova, and German Khan, Executive Director of TNK-BP OJSC, have arranged for the London meeting of TNK-BP''s top managers and the Tyumen Region Governor. As Pavel Mitrofanov pointed out, TNK-BP will invest hundreds of million dollars into the Tyumen Region as part of the Uvat Project. In its turn, the Tyumen Region undertakes a number of commitments concerning discounted taxation and assistance in arranging the infrastructure. And the Uvat District may become one of the most prosperous in the region.
